My qualifications:

    • I am accredited with the Washington Department of Revenue.

    • FEMA Disaster Housing Inspector for the aftermath of Hurricanes Gustav and Ike.

    • Beyond this, I am the only candidate on the ballot for Assessor who holds:

      • Two top designations from the International Association of Assessing Officers: the Assessment Administration Specialist (AAS) and Residential Evaluation Specialist (RES).

      • The distinction of being one of only three IAAO members in Washington holding dual designations.

      • Both field and office experience as a full practicing appraiser, with more than 6,500 homes appraised.

      • Two terms on the IAAO Ethics Committee, plus a current seat on the task force updating the IAAO Ethics Manual.

Commitments I make to Island County residents once elected

Within 30 days - Mentoring -  All appraisers who value your land will have at least one year experience and be accredited; during their first year they will be mentored by an accredited, experienced appraiser who will jointly calculate land value tables during our phase of land calculation.

Starting within 60 days  - Certificate of Excellence in Assessment Administration - Recognizes the achievement of the entire department once the self-documented submission is independently graded against a published standard. Earning this certificate demonstrates documented, modern procedures and best practices are being used in Island County’s assessments.

Starting within 60 days - Staff Cross training - Concentrating institutional knowledge in a few people leaves the office vulnerable when someone retires or is out. We will expand training across key roles so the work continues without interruption and staff can grow their abilities.

Accountability

Within 30 days - Public posting of accomplishments and my work hours - Residents will see what our staff is accomplishing with credit given to the team. I will also post my own work hours and accomplishments publicly, because the person voters elect should be accountable for showing up.

On Day 1 - Conflicts of interest log - A record of potential conflicts of interest, their resolutions, including any recusals will be publicly available.

Fairness

Before April 2027 - Expanded neighborhood groupings - Assessment accuracy depends on comparing homes and other properties to genuinely similar ones. We will expand and refine our stratification so valuations reflect real local market differences and swing less year to year.

Within 60 days - Uniformity review process - We will establish a written process to investigate, analyze, and resolve inequities in valuation, whether raised by a property owner, flagged by staff, or found in our own ratio studies.

On Day 1 - The office of Island County Assessor will have my full attention and commitment to the highest professional standards. I will listen, be responsive, and follow through - The Island County Assessor oversees the taxable value of every home, farm, business, and parcel of land in the county. That responsibility carries a duty of public trust that goes beyond honesty. Not only do property owners deserve an Assessor who is fair, they deserve an Assessor whose fairness no one has cause to question.
